New fee - customers must pay for the bag usage

To support environmental sustainability goals, Portugal has implemented a new law requiring customers to pay a tax on paper bag usage. This feature adds the tax to the customer's order and displays it throughout the customer journey. Currently, this applies only to BK Portugal, but similar laws are expected to be adopted in other European countries. This configuration can be extended and managed through Sanity.
