Add a header, body and URL to static page if necessary
Go to App Data and link the document to the Site Alert field

Under Web - Unauthenticated, Web - Authenticated, App - Unauthenticated, App - Authenticated select Add Item + and then Referenced Alert and select the alert created in the first step. Move the referenced alert to the first position of the list.
