What are systemwide offers?

Systemwide offers are offers that are available to all guests, although these can be restricted to guests who have an account and are signed in. On their own, systemwide offers are not personalized and inherently available to all users. An example of a systemwide offer, would be a national offer “2 Whopper for the Price of 1” that is available for all signed out and signed in guests.
